Manager Governance & Field Dispatch Policies

Complete guide for ISP General Managers to configure technician workstation visibility, discovery switches, active job concurrency limits, and operational verification gates.

1. Overview & Policy Rationale

Different ISPs and regional operations operate under different dispatch philosophies. Some prefer open "swarm" dispatching where technicians self-claim any available ticket, while others require strict centralized dispatch by a supervisor. ConnectCare empowers managers to switch between operational postures dynamically from the Configuration Tab in tenants.html.

2. Granular Policy Switches

Policy SwitchDefaultWhen Enabled (1)When Disabled (0)
tech_can_view_closed 1 (ON) Technicians view the "Closed Today" tab and resolution history. "Closed Today" tab hidden; closed tickets filtered out from API.
tech_can_claim_unassigned 1 (ON) Technicians can self-claim unassigned work orders with 1 tap. Self-claim hidden; unassigned tickets only assignable by managers.
tech_can_view_peer_wip 0 (OFF) Reveals "Team Queue" tab to view peers' active in-progress jobs. "Team Queue" hidden; technicians only see tickets assigned to them.
tech_max_concurrent_wip 3 Slider (1 to 10). Caps maximum simultaneous tickets in progress to prevent ticket hoarding and delay inflation.
tech_require_punch_in 1 (ON) Technicians must punch in before claiming or servicing tickets. Technicians can service tickets without daily attendance punch-in.
tech_require_premises_gps 1 (ON) Ticket closure blocked until GPS arrival check-in is logged. GPS arrival check-in is optional before closure.
tech_require_optical_dbm 0 (OFF) Mandates measured optical power reading (dBm) before closure. Optical power reading is optional in the resolution modal.

3. API Configuration Example

curl -X PATCH https://api.radhicorp.net/api/tenants/manage.php \ -H "Content-Type: application/json" \ -H "Cookie: PHPSESSID=your_session" \ -d '{ "tech_can_view_closed": 1, "tech_can_claim_unassigned": 1, "tech_can_view_peer_wip": 0, "tech_max_concurrent_wip": 3, "tech_require_punch_in": 1, "tech_require_premises_gps": 1, "tech_require_optical_dbm": 1 }'

4. OLT Management Tool Integration & Proactive Ticketing

ConnectCare interfaces directly with your physical Optical Line Terminal (OLT) and Outside Plant (OSP) distribution hierarchy to detect degraded fiber links before subscribers log complaints.

Setting ParameterKeyDefaultDescription
Enable OLT Syncolt_sync_enabled1 (True)Master switch for active optical telemetry ingestion. Enabled tenants are scanned every five minutes.
OLT API Base URLolt_api_urlhttp://localhost:3000Target gateway URL running the OLT Management Tool.
OLT API Tokenolt_api_tokenOptionalShared Bearer secret used for OLT API requests and authenticated OLT callbacks.
Degradation Thresholdolt_attenuation_threshold-23.50 dBmOptical Rx power below which ports are classified as degraded.
Auto-Generate Ticketsolt_auto_ticket_degraded1 (True)Creates proactive CC-OPT-XXXXXX tickets automatically.
Staff Notify Channelolt_manager_notify_channelWhatsApp + In-AppOLT alarms notify staff only: in-app notifications for active staff and WhatsApp messages to tenant administrators.

Generate and Configure the Shared OLT Token

  1. Open Tenants → Configure Settings → OLT Management Tool Integration.
  2. Choose Generate beside OLT API Token, then use Copy.
  3. Configure that same value as the Bearer/shared secret in the OLT Management Tool, then return to ConnectCare and save settings.

The generated 256-bit value is saved in ConnectCare only after you save the tenant settings. Generating and saving another value rotates the secret; update the OLT tool to the same value or its authenticated requests/callbacks will fail.

How Degraded Splitter Port Identification Works

Passive optical splitters (1:8 PLC) have no IP addresses. ConnectCare queries the OLT management endpoint (/api/platform/dashboard/pon-ports), maps subscribers to their outside plant terminal (FAT box) and physical splitter port, and checks optical DDM power levels. When attenuation exceeds the configured threshold or session flapping occurs:

  • A proactive trouble ticket is registered with precise terminal details (e.g. FAT-04 Port 2, -25.42 dBm).
  • An instant alert is pushed to the Operations Manager via WhatsApp and In-App notification.
  • A dispatch notification is transmitted to the Field Technician Android App with an audible alert.
